Application Form for an Import Licence

Import Licence

Procedure for the issuing of an Import Licence

1. Applicants can download and print copies of the application from the Internet or can purchase three copies of the 'Application for Import Licence' form (G$15.00 each) from a stationery stores, such as:

  • Guyana Stores Limited, Office Equipment and Supplies Division, Main Street, Georgetown
  • Argosy Book Store, Regent St
  • Guyana National Printers Limited
  • Ranz Enterprise, Camp Street

2. Applicants must then complete and sign the forms in triplicate.

3. If necessary, the applicant must then take the forms to the relevant Agency/Agencies to have them endorsed before submitting them to the Licensing Division of the Ministry of Tourism, Industry and Commerce.

4. The following is a list of items that require endorsement from other government agencies prior to submission at the Licensing Section of the Ministry of Tourism, Industry and Commerce:

5. Submit application forms to the Licensing Section of the Ministry of Tourism, Industry and Commerce. Three application forms must be submitted to the Ministry, please note other agencies may require that an application form be left at their office.

6. Uplift import licence from the Licensing Section within two (2) working days.

Please note that insecticides, rodenticides, fungicides, herbicides anti sprouting products and plant growth regulators, disinfectants and similar products now fall under the purview of this Pesticides and Toxic Chemical Control Board, Ministry of Agriculture Building.

Guidelines for filling out Application for Import Licence form:

Side A

  • If Cambio Transaction (where the importer purchases foreign currency through a commercial bank or Cambio to purchase items).
  • 3B. State the name of the bank
    3C. State “remittance through Cambio arrangements”
  • If No Foreign Currency is used (where the importer has foreign currency abroad or gets items as a gift)
  • Ignore 3B
  • 3C. State “No Foreign Currency”

Side B (See Specimen below)

  • Description of Goods
    • Please list items individually
  • Quantity in units
    • State whether pieces, boxes, each, cartons, etc.
  • Price per unit of sale
    • State the cost per unit of items
  • Other Requirements
    • The total Cost Insurance Freight must be stated in Guyana Dollars.
    • If the Cost, Insurance, Freight CIF is calculated in a foreign currency, it must be converted to Guyana Dollars using the current month’s customs rate of exchange.
    • The Rate of Exchange must be stated on the form.
    • The expected time of arrival ETA must be stated on the form
    • If Cambio transaction, the following declaration must be made:
      • “We/I hereby declare that the above mentioned items have been financed under the provision of the Dealers in Foreign Currency and Licensing Act 1989”.
    • If No Foreign Currency is used, the following declaration must be made:
      • “We/I hereby declare that the above mentioned item(s) is/are being financed from foreign currency held overseas
  • Signature
    • The importer or certified custom broker must sign directly under the declaration.

Export Licence

Procedure for the Issuing of an Export Licence

Applicants can freely download and print copies of the application form for a import licence from the Internet or can purchase three copies of the 'Application for Export Licence' form (G$15.00 each) from a stationery store, such as:

  • Guyana Stores Limited, Office Equipment and Supplies Division, Main Street, Georgetown
  • Argosy Book Store, Regent St., Georgetown
  • Guyana National Printers Ltd.

2. Applicants must then complete and sign the forms in triplicate.

3. If necessary, the applicant must then take the forms to the relevant Agency/Agencies to have them endorsed before submitting them to the Licensing Division of the Ministry of Tourism, Industry and Commerce.

4. The following is a list of items that require endorsement from other government agencies:

5. Submit licence and other documents to the Licensing Division of the Ministry of Tourism, Industry and Commerce, First Floor, 229 South Road, Georgetown.

6. Uplift export licence from the Licensing Section within two (2) working days.

Points to note:

  • No export licence is necessary for the exportation of sugar cane fertilizers.
  • Applications to export vehicles do not require prior endorsement. (A copy of Registration has to be submitted)
  • Application for machinery, machinery equipment , mechanical appliances and parts do not have to be endorsed by another agency.

For a full description of the above mentioned commodities as by the respective Customs Tariff Headings reference should be made to the under mentioned enactments:

I. First schedule to Order 38/1963, cited as the Trade Control of Import and Export (No. 2) order, 1963, as amended by Order No. 49/1974, Gazetted on 4th April, 1974.

II. Order No. 30/1974, Gazetted 28th February 1974, and cited as the Trade (Control of import and export) (Amendment) (No. 3) Order 1974.

III. Order No. 46/1974 Gazetted 30th March 1974 and cited as the Trade (Control of import and export) (Amendment) (No. 5) Order 1974.

The exportation of the items, which are specified below in the caption “ Title of Chapters” must also be authorised by licence.

Their respective particulars are fully described in the relevant Chapters listed in the Column titled “Customs Tariff Chapters the appropriate Tariff numbers, as specified in Order No. 33/ Gazetted on 6th March 1974, and cited as the Trade (Control of Import and Export) (Amendment) (no. 4) Order, 1974 to which reference is made for the pertinent information.
