Response to the phasing out of the ATC

The Ministry of Tourism, Industry and Commerce (MINTIC) in collaboration with the Ministry of Foreign Trade and International Cooperation (MOFTIC) are currently carrying out development activities with the local garment and textiles sector aimed at strengthening its ability to meet critical success factors, become more competitive, and establish linkages with international markets so that it can rise to the challenge of increased competition associated with the expiration of the Agreement on Textiles and Clothing (ATC).

The development activities are being carried out under a number of phases and will follow a well defined approach designed to catalyse leadership and focusing on collaborative action that brings together business, government, and private sector associations to develop concrete action initiatives for the sector’s development. Officials from MINTIC, MOFTIC and the private sector will help the sector to define a long term vision and the necessary strategic direction for the sector to take, and to define a set of concrete initiatives that will maximise the sector’s development potential. This will be followed by a drafting of actual business plans for these initiatives and a definition of the requirements for enabling and sustaining the implementation of these action plans.

Figure 1.1 provides an overview of this approach. First, the key impediments to competitiveness are identified. Second, an overall vision for the sector is developed (i.e. where do we want the sector to be in five to ten years time?). Third, action initiatives are created focusing on overcoming the most important constraints facing the industry. Fourth, an overall strategy and implementation plan is developed by combining the output of the first three stages.

Research Study

  • The draft research study into the Expiration of the Agreement on Textiles and Clothing (ATC) conducted by MOFTIC and MINTIC late in 2004 (255 KB). The report gives:
• A detailed exposition of the potential implications of the ATC expiration for Guyana’s clothing and textiles sector
• Background information on key trends affecting the industry (i.e. export and import trends)
• Details of the important role of the sector in Guyana’s economic development
• A tentative evaluation of the sector’s performance and competitive position over the last few years
• An evaluation of the future outlook for the industry
• A summary of the critical constraints to competitiveness

 

1st Workshop Meeting (2005-04-20)

The Garment Sector Working Group held its first workshop session on April 20th, 2005 at the Cheddi Jagan Research Centre.

2nd Workshop Meeting (2005-06-21)

The Garment Sector Working Group held its second workshop session on June 21st, 2005 at the Cheddi Jagan Research Centre.

 

Garment Sector Working Group Meetings (2005-08-02 - 2005-08-04)
Three Garment Sector Working Group Meetings were held in the Ministry's Boardroom.

Action Plan
At the conclusion of the Working Group Meetings, the Commerce Division had committed to shortlisting initiatives highlighted, subdividing them into short and long-term time periods and presenting them to the sector for discussion of the modalities for implementation.

Meeting at Carnegie School of Home Economics
The Commerce Division, Empretec and participants drawn from the Work Group Meetings met with key staff of Carnegie to discuss ways of improving the curriculum.
