The Ministry of Tourism, Industry and Commerce
(MINTIC) in collaboration with the Ministry
of Foreign Trade and International Cooperation (MOFTIC) are
currently carrying out development activities with the local garment
and textiles sector aimed at strengthening its ability to meet critical
success factors, become more competitive, and establish linkages
with international markets so that it can rise to the challenge
of increased competition associated with the expiration of the Agreement
on Textiles and Clothing (ATC).
The development activities are being carried out
under a number of phases and will follow a well defined approach
designed to catalyse leadership and focusing on collaborative action
that brings together business, government, and private sector associations
to develop concrete action initiatives for the sector’s development.
Officials from MINTIC, MOFTIC and the private sector will help the
sector to define a long term vision and the necessary strategic
direction for the sector to take, and to define a set of concrete
initiatives that will maximise the sector’s development potential.
This will be followed by a drafting of actual business plans for
these initiatives and a definition of the requirements for enabling
and sustaining the implementation of these action plans.
Figure 1.1 provides an overview of this approach.
First, the key impediments to competitiveness are identified. Second,
an overall vision for the sector is developed (i.e. where do we
want the sector to be in five to ten years time?). Third, action
initiatives are created focusing on overcoming the most important
constraints facing the industry. Fourth, an overall strategy and
implementation plan is developed by combining the output of the
first three stages.
